The new moon represents the enchantress, the darker side of the goddess. With light there must be the counterbalance of dark, thus the full and new moons represent this balance of energies.
Also, whenever the moon is obscured by clouds or otherwise cannot be seen, this is the time of the enchantress. This enchantress is also known as the temptress, which in wiccan lore does not contain the same negative connotation as in christianity. Tempration means merely to be drawn from one's present course.
Usually divination is practiced during the time of the enchantress, or any type of magic that involves mystery or discovery. Also, this is a time of dark magick, but that's on the other end of what we should probably get ourselves into.
