Circle of the Pagan Moon Constitution
Article I:
The name of this organization is the Circle of the Pagan Moon. This organization is meant to be inclusive of all Pagan, Neo-Pagan, Heathen, and Reconstructionist religions including, but not limited to Wicca, Druidism, Shamanism, Santeria, etc.
Article II:
The purpose of this organization is to provide support for Pagan religions and to provide information to Central’s students and the community. It is dedicated to fostering understanding and acceptance of all religions, particularly Paganism.
Article III:
Membership in this organization is open to all members of Central College and the community who are either Pagan or supportive of Paganism. Students who are curious about the organization are free to attend meetings without membership, but they must come with an open mind. Prejudice and discrimination will not be welcomed.
Membership in this group does not require the formation of (or working in an existing) religious coven, sect, or congregation, though the group will support this.
Additionally, a membership requirement for this group is the creation of an account on the group message board to foster communication between current members and alumni. Posting is not required, but having an account is. Accounts can be obtained for free, and the username for the account does not have to be a member’s legal name.
Article IV:
There are two required positions in this organization: Leader and Second. The optional positions for a larger group shall be Scribe and Treasurer, but the Leader and Second shall absorb the duties of the Scribe and Treasurer if the membership cannot support four officers.
Any member may serve as an officer of the organization, provided that they meet the requirements defined in Article VI. Vacancies in an office of the organization will be filled by conducting an election at one of the regular meetings.
Article V:
Section 1: It is the duty of the Leader to call and preside over meetings, to appoint committees, and to perform those functions generally identified with the presidency. The Leader must also be capable of performing in the traditional roles inherent in a Pagan association including, but not limited to peer counseling, and acting as a reliable source of information for the group and the community.
Section 2: It is the duty of the Second to coordinate all promotional activities for the organization – including news updates. The Second must also be capable of leading the group in regular meetings should the Leader be unable to perform their duties. The Second shall also act as a community leader and provide information in consultation with the Leader.
In the event that the positions of Scribe and Treasurer have not been filled, the Second shall absorb these duties and share them with the Leader.
Section 3: It is the duty of the Scribe to take and distribute minutes at each meeting, conduct correspondence, reserve meeting areas and perform all duties normally associated to this office. When lack of membership or lack of interest fails to fill this office, the duties of Scribe will be absorbed by the Leader and/or Second.
Section 4: It is the duty of the Treasurer to track, distribute and petition for funds for the group, and manage the group’s account. When lack of membership or lack of interest fails to fill this office, the duties of Treasurer will be shared by the Leader and the Second.
Article VI:
Elections to offices within the group shall be held in an open forum discussion at the second to last meeting of the year. If there are more than two persons who fulfill the requirements for the offices of Leader and Second and their offices cannot be decided by open forum, group voting will take place by closed ballot and all active members shall participate. Requirements for offices are as follows:
Section 1: Requirements for the office of Leader:
Usually, this role would be assumed by the most experienced practitioner in the group, ideally a High Priestess or Priest. This Leader must be a practicing Pagan, Neo-Pagan, Heathen, or Reconstructionist. As a prerequisite for election, the chosen Leader must consult with the alumni leaders over the message boards or in person. Past Leaders and Seconds have the option to raise objections to a new Leader. All objections must be written and presented to the organization one week before or after the elections are held.
Section 2: Requirements for the office of Second:
Typically this role would also be assumed by a person of experience, should the membership support this. They must be a practicing Pagan, Neo-Pagan, Heathen, or Reconstructionist. The process for election of a Second shall be similar to the election of the Leader, and the objection process from past Leaders and Seconds also applies.
Section 3: Requirements for the offices of Scribe and Treasurer:
Should the size of the organization support a Scribe and Treasurer, the membership shall have the option of electing officers to these posts. Scribe and Treasurer must be active members of the organization and regularly attend meetings.
Section 4: Alumni:
The past members, being in contact over the message boards, shall have the power to discuss, and offer opinion regarding current membership.

Regular meetings will be held weekly during the academic year. Special meetings may be called at the discretion of the officers and the information about these meetings shall be distributed to the members of the group.
Two annual reunions will be held June 21st and October 31st for current and past members of this organization.

Section 1: By-laws to this constitution must be approved by three-fourths majority of the voting members present at regular weekly meetings.
Section 2: This constitution may be amended by a three-fourths majority of the voting members present at a regular weekly meeting.
Section 3: Proposed by-laws and amendment changes must be distributed at least two weeks prior to voting.
